Unlocked iPhone

While visiting Times Square in the Big Apple, excuse the pun but how is it that there are stores blatently advertising unlocked iPhones? What kind of strange loop hole have these folks found? Hey in my opinion the phone should be available on all cellular networks, that's just common sense bit what the frack is happening there?
